The Chair welcomed everyone to the meeting.

Apologies were received from Cllrs Jacquie Slater and Jon Baldwin.

RESOLVED – That the minutes of the previous meeting held on 14^th December 2023 were signed and agreed as a correct record.

RESOLVED – There were no Declarations of Interest received.

The Committee considered reports of the Strategic Director of Place detailing the planning applications.

In considering the applications, the Committee took into account representations or submissions provided by individuals with the Officers answering points raised during discussion thereon

Applicant – Blackburn with Darwen Borough Council

Location and Proposed Development – Olde England Kiosk, Earnsdale Road, Darwen, BB3 0LA

Listed Building Consent: Installation of secondary glazing to the first-floor hallway, bedroom single windows and living room bay window and implementation of various refurbishment works including plastering, electrical works and internal carpentry

Decision under Town and Country Planning Acts and Regulations –

RESOLVED – Approved subject to the conditions highlighte in the Directors Report

Applicant – Blackburn with Darwen Borough Council

Location and Proposed Development – Longshaw Nursery, Crosby Road, Blackburn

Prior Approval - Demolition (Regulation 4) for Demolition of single storey building with access to basement

Decision under Town and Country Planning Acts and Regulations –

RESOLVED – Approved subject to the conditions highlighte in the Directors Report

A report was submitted to obtain authorisation for enforcement action against all persons having an interest in the land at Shadsworth Business Centre, Off School Lane, Guide, Blackburn. Background information including grounds for the request were outlined in the report.

RESOLVED – Authorisation was granted for the enforcement to be undertaken at Shadsworth Business Park.

A report was submitted to obtain authorisation for enforcement action against all persons having an interest in the land at Southwest side of Johnson Road, adjacent to Shaws of Darwen, Waterside. Background information including grounds for the request were outlined in the report.

RESOLVED – Authorisation was granted for the enforcement to be undertaken at Southwest side of Johnson Road, adjacent to Shaws of Darwen, Waterside.
