The Chair welcomed everyone to the meeting.

Apologies were received from Councillor Browne.

RESOLVED – That the minutes of the previous meeting held on 20^th June 2019 be confirmed and signed as a correct record.

There were no Declarations of Interest received.

The Committee considered reports of the Director of Growth and Development detailing the planning applications.

In considering the applications, the Committee took into account representations or submissions provided by individuals with the Officers answering points raised during discussion thereon.

Applicant – Mr Yaseer Patel

Location and Proposed Development – 2 Heartwood Close, Blackburn, BB2 7QP.

Double storey extension to side and part rear, single storey extension to rear and alterations to side garden to form additional parking.

Decision under Town and Country Planning Acts and Regulations –

RESOLVED -  Approved subject to the conditions highlighted in the Director’s Report.

Applicant – Persimmon Homes and Northern Trust

Location and Proposed Development – Land at Spring Meadows, Darwen.

Erection of 168 no. Residential Dwellings, Associated Infrastructure and Public Open Space.

Decision under Town and Country Planning Acts and Regulations –

RESOLVED - Members were requested to Defer the determination of the planning application to the next available Committee meeting, to allow for the issues relating to the coal mining entries to be fully assessed by the Coal Authority.

Applicant – Blackburn with Darwen Borough Council

Location and Proposed Development – Town Hall, Blackburn, BB1 7DY.

Listed Building Application (Regulation 3) for Internal alterations, refurbishment and restoration of existing office spaces to the third and fourth floors.

Decision under Town and Country Planning Acts and Regulations –

RESOLVED - Approved subject to the conditions highlighted in the Director’s Report.

A report was submitted informing the Committee of the receipt of a petition relating to Planning Application 10/19/0365, the grounds for which were outlined in the report submitted.

One petition containing 303 signatures against the proposal was received on 21^st June 2019.

The Committee was updated that the Development Manager had received notification, prior to the meeting, that the applicant had now withdrawn their application.

RESOLVED - That the Committee note the report and subsequent update.

A report was submitted informing the Committee of the receipt of a petition relating to Planning Application 10/19/0450, the grounds for which were outlined in the report submitted.

A petition containing 23 signatures against the proposal was received on the 17^th and 18^th June 2019.

RESOLVED – That the Committee note the report.  

RESOLVED - That the press and public be excluded from the meeting during consideration of the following item in view of the fact that the business to be transacted is exempt by virtue of paragraph 5 Schedule12A to the Local Government Act 1972.

A report was submitted seeking authorisation to take enforcement action against all persons having an interest in 45 Notre Dame Gardens, Blackburn.

Background information including grounds for the request were outlined in the report.

RESOLVED – That authorisation be given to the proposed enforcement action at 45 Notre Dame Gardens, Blackburn.
